Working At Heights Awareness vs Working At Heights Competency: What's the Real Difference — and Why It Matters

"We sent our team for the 1-day WAH Awareness course, so we're covered." It's one of the most common assumptions we hear — and one of the most dangerous.


Awareness and Competency are not two versions of the same certificate. They teach different things, they certify different things, and only one of them qualifies someone to actually work at height. Here's the distinction, and why getting it wrong puts people at real risk.


What WAH Awareness Actually Covers

WAH Awareness is a 1-day programme open to anyone, regardless of experience. It covers the hazards and risk factors of working at height, the legal and regulatory framework, how to conduct a basic risk assessment, how to select the right PPE, safe work practices, emergency response, and building a safety culture on site. It closes with a group practical demonstration — participants watch and try basic lifeline setup, knotting, and fall arrest system use.


That demonstration is the key detail. It's there to build familiarity, not to test anyone. Nobody leaves a WAH Awareness course individually assessed on whether they can safely execute a work-at-height task on their own — because that was never the course's purpose.


What WAH Competency Actually Covers

WAH Competency is a 2-day programme that builds on the same foundational knowledge — legislation, risk identification and control, PPE selection — but goes further: proper usage and maintenance of PPE, essential knot work, hands-on training in height safety equipment and techniques, and rescue response methodology.


The difference that matters most is the last item on the course structure: Assessment. Every participant is individually evaluated — not just shown how to don a harness correctly, position themselves safely, and execute a rescue response, but tested on whether they can actually do it. Only after passing that assessment is someone certified competent to work at height.


The Real Difference — and Why "Awareness" Isn't a Licence to Work

This isn't just a PRAC distinction — it reflects Brunei's own safety guidance. SHENA's Industry Guidance Note on Work at Height (2021/IGN/07) is explicit that the level of training required must match the complexity of the task and its risk controls, and that "a high level of competency must be achieved" wherever fall protection systems are used.


For personal fall arrest systems specifically, the guidance goes further: workers must be trained in correct fitting, anchorage and emergency rescue procedures, and then "assessed for their competency in the safe use of the equipment" before they're considered fit to use it unsupervised.


Think of it like driving. A defensive-driving theory class makes you a more aware passenger and a safer road user — but nobody hands you a driving licence for sitting through it. You only get the licence once an examiner has watched you drive and signed off that you can do it safely. WAH Awareness is the theory class. WAH Competency is the test you have to pass before anyone should let you behind the wheel — or, in this case, clipped onto a lifeline at height.


So Which Course Does Your Team Need?

WAH Awareness fits: site visitors, admin and support staff who occasionally pass near height-related work, safety officers who need to understand the hazards without performing the tasks themselves, and new hires before they progress to hands-on training.


WAH Competency fits: anyone who will personally access, climb, or work at height using PPE and fall arrest systems — technicians, maintenance crews, riggers, tower and rope access personnel. If someone on your team is going to clip in and climb, Awareness alone does not qualify them to do it.
